NOBLE-CAPTURE

In active beta. Early access by waitlist.

AI powered capture software for small government contractors

Most federal deals are decided before the solicitation is published. Noble Capture does that pre-RFP homework for you: who the customer is, where the money goes, who holds the work today, and whether your firm fits. Minutes instead of weeks.

Where federal bids are really lost

Capture is the research that happens before a solicitation drops. It decides more outcomes than the proposal does, and it is the step small firms skip most often.

Most deals are decided before the RFP.

Agencies shape requirements, budgets and preferred approaches months ahead. A firm that first shows up on release day is already behind.

Small firms have no capture staff.

Large primes pay full-time capture managers to do this research. At a small firm it lands on the owner or the BD lead, between everything else.

So bid-and-proposal money goes to the wrong pursuits.

Without that research, bid/no-bid is a gut call, and scarce proposal hours get spent on work that was never winnable.

What Noble Capture does

Three jobs a capture manager would do, done from public federal data and your own company record.

Discover the right pursuits

Pulls opportunities from SAM.gov and Grants.gov, filtered to your NAICS codes, set-asides and dollar thresholds. Then scores each one against your own capabilities and past performance, citing the specific strengths and gaps behind the score. It is not keyword matching.

Know the customer

Builds a customer dossier from real federal spending data in USAspending: the agency's mission and priorities, where its money actually goes, and the likely incumbents. You can also search historical federal award records directly.

Decide and team

Recommends teaming partners from your own network who close a specific gap, such as a set-aside, a NAICS code, a clearance or depth in the scope, with the reasoning for each. When you pursue, it drafts Sources Sought and RFI responses and builds the compliance matrix.

How it works

From a long list of federal opportunities to a decision you can defend.

  1. Noble Capture opportunities list showing government contract opportunities ranked by AI fit score
See every matching opportunity ranked by how well it fits your firm.
  2. Fit score detail for one federal opportunity listing strengths and gaps against past performance
Open any score to read the strengths and gaps behind it.
  3. Customer dossier showing agency mission, federal spending and likely incumbents
See where the customer's money actually goes, pulled from USAspending.
  4. Teaming partner recommendations with the reasoning for each partner
Find the teaming partner that closes a specific gap, and see why.
  5. Sources Sought response draft with labeled placeholders where specific numbers are needed
Get a Sources Sought draft from your own documents. Missing facts are listed, and export stays locked until they are filled.
  6. Capture pipeline board tracking government contract pursuits by stage
Track every pursuit from first look to bid/no-bid decision.

What makes it different

It never invents facts.

When a draft needs a fact the AI was not given, such as a partner name, a contract number or an agency, Noble Capture leaves a labeled slot for your team to fill in. It does not make one up. And the draft cannot be exported to Word until every slot is filled, so a gap cannot slip through to the government.

Grounded in your own evidence

Every AI output draws on your company profile, past performance, teaming network and uploaded documents, not generic answers from the web.

Capture, not proposal software

Most tools help you find opportunities. Noble Capture helps you decide whether to bid, and who to bid with.

Built for firms without capture staff

Made for small and mid-size contractors competing against firms that have full-time capture teams.

The founding pilot

We are inviting up to 15 organizations to use Noble Capture during beta and help decide what gets built next. Founding organizations receive a reduced first-year price in exchange for regular feedback. Pricing is shared on application.

Common questions

What is capture in government contracting?

Capture is the work a contractor does before a solicitation is released: understanding the customer and its mission, finding where the budget sits, identifying the likely incumbent, deciding whether the firm genuinely fits, and lining up teaming partners. It ends in a bid/no-bid decision. Large contractors staff it full time; Noble Capture is AI powered capture software for small government contractors that do not.

What data does Noble Capture use?

Public federal sources, including SAM.gov, Grants.gov and USAspending, combined with your own company profile, past performance, teaming network and the documents you upload. Recommendations are grounded in your records, not generic web content.

Who is it for?

Small and mid-size U.S. government contractors: owners, business development leads, capture managers and proposal managers at firms that do not have a full-time capture staff.

Where is my data hosted?

In Google Cloud's us-east1 region in the United States.

Can I upload CUI?

Not at this time. The platform is being built for CMMC Level 2, and CUI uploads will be enabled at a later date. Until then, any upload identified as Controlled Unclassified Information is quarantined, rejected and logged.

Does it write proposals for me?

It drafts Sources Sought and RFI responses and builds compliance matrices from your own documents, so your team starts from a grounded first draft. Anywhere a specific fact is missing, the draft shows a labeled slot instead of an invented one, and it cannot be exported until every slot is filled. A person reviews and finishes every response.
